Commissioners

The Maryland Commission on Civil Rights (MCCR) is governed by a nine-member Commission appointed by the Governor and confirmed by the Maryland State Senate. Title 20 of the State Government Article, Annotated Code of Maryland (Title 20) provides that the Commission, in addition to its enforcement responsibilities, may hold hearings and initiate surveys to determine the scope of human relations problems, and to make recommendations for resolving them. Commission members are appointed to serve six-year terms. The Commission meets at least once a month to set policy and review programmatic initiatives.

Shawn M. Wright, Esq., Chairperson, was appointed to the Commission on October 15, 2007. She resides in Prince George's County. Commissioner Wright's term expires on July 2013.

Robert L. Baum, Vice-Chairperson, was appointed to the Commission in June 2011. He resides in Montgomery County. Commissioner Baum's term expires on June 2017.

Joyce DeLaurentis, was appointed to the Commission in March 2008. She resides in Talbot County. Commissioner DeLaurentis' term expires on March 2013.

Norman I. Gelman, was appointed to the Commission on November 1998. He resides in Montgomery County. Commissioner Gelman's term expires in 2015.

Rabbi Binyamin Marwick, was appointed to the Commission in December 2011. He resides in Baltimore County. Commissioner Marwick's term expires on September 2016.

Gary C. Norman, was appointed to the Commission in December 2009. He resides in Baltimore City. Commission Norman's term expires in July 2017.

Gina McKnight-Smith, was appointed to the Commission in June 2011. She resides in Baltimore County. Commission McKnight-Smith's term expires on June 2015.
