Cleveland L. Horton II serves as the Executive Director of the Maryland Commission on Civil Rights, appointed in 2024 to lead the agency into a new era of purpose, impact, and transformation. A lifelong advocate for equity and inclusion, Mr. Horton brings to this role a powerful blend of vision, conviction, and experience, guided by an unwavering belief that every Marylander deserves fairness, dignity, and opportunity.
Named one of the “Men to Watch in 2024” by Black Leaders Worldwide and recipient of the 2025 Visionary Leadership Award, Mr. Horton is widely recognized as a courageous and principled leader whose work embodies the very spirit of justice and humanity. His leadership is defined by a deep sense of responsibility to advance civil rights, not as an abstract principle, but as a lived promise for every community across Maryland.
A proud graduate of The Community College of Baltimore County with an Associate of Arts in Business Administration, specializing in Human Resources Management, Mr. Horton went on to earn both a Bachelor’s in Business Administration and a Master’s in Human Resources Management from the University of Baltimore. His academic foundation, coupled with an accomplished career in public service, has uniquely positioned him to navigate the complex intersection of policy, people, and progress.
Throughout his distinguished tenure as a Maryland State employee, Mr. Horton has been a steadfast guardian of justice—advocating for equity, strengthening systems of accountability, and ensuring that the values of respect and inclusion remain at the core of Maryland’s institutions. He is known for his collaborative and compassionate leadership style, uniting diverse stakeholders to confront hard truths, build trust, and move communities forward together.
As Executive Director, Mr. Horton leads with integrity, empathy, and an unrelenting pursuit of excellence. He is committed to expanding the Commission’s reach, deepening its impact, and championing innovative strategies that respond to both the challenges and possibilities of our time.
